In a large mixer bowl combine 1.5 cups of flour & yeast. Heat milk, water, butter, sugar and salt until warm (the butter does not have to melt). Pour into the yeast mixture. Add egg and beat on high for 3 minutes. By hand stir in 1.75 cups of flour. Cover and let rise 30 minutes. While rising combine remaining ingredients in sauce pan and heat until melted. Pour into a 9x13 pan. Stir down the batter and drop by spoon onto topping.
Bake in a preheated oven at 375 for 15-20 minutes. After baking cool for 1 minute and invert onto a baking pan.
